El Plan de Molotov era el sistema creado por la Unión Soviética en 1947 con el fin de proporcionar ayuda a la reconstrucción de los países de Europa oriental que fueron alineados políticamente y económicamente a la Unión Soviética. Se puede observar a la URSS la versión del Plan Marshall, que por razones políticas los países de Europa oriental que no podrán unirse a sin salir de la esfera de influencia soviética. Ministro de Asuntos Exteriores soviético Vyacheslav Molotov rechazó el Plan Marshall (1947), proponiendo el Plan de Molotov - patrocinado por la Unión Soviética grupo económico que finalmente se amplió para convertirse en el CAME.

El plan fue un sistema de acuerdos comerciales bilaterales, que también estableció CAME económica para crear un alianza de países socialistas. Estas ayudas permiten a los países de Europa a dejar de depender de la ayuda estadounidense y, por tanto, permite a los Estados a PLan Molotox reorganizar su comercio en la URSS.
