ГОЭЛРО (1920).

El plan GOELRO (en ruso: план ГОЭЛРО) fue el primer plan soviético realizado por la recuperación y el desarrollo económico y nacional. Llegó a ser el prototipo de los Planes quinquenales subsiguientes redactado por Gosplán. GOELRO es la abreviación rusa de la "Comisión Estatal para la Electrificación de Rusia" (Государственная комиссия по электрификации России).
